Both editions include the Classic version. The only thing the Deluxe Edition adds is the soundtrack. If you were worried that the cheaper package leaves out the original 2002 game, it does not — the $17.99 Standard Edition bundles New Classic and Classic together, and the Deluxe Edition costs roughly eleven dollars more for a 30-plus track album.
The confusion is Valve’s fault rather than yours. Touhou Koumakyou: New Classic and the Classic version have separate Steam store pages, and both pages carry the line “This title can only be purchased as part of a bundle.” Two products, neither individually buyable, is a layout that makes people assume they are choosing between them.

What New Classic changes
This is a remaster of the sixth Touhou game, first released in 2002, and the changes are more substantial than a resolution bump.
Every track rearranged by ZUN
ZUN rearranged the full soundtrack himself. For a series where the music is a large part of why people are still playing games from 2002, that is the headline change rather than a bonus.
Redrawn sprites and portraits
Sprites were redrawn by Unabara Iruka and character portraits recreated by the illustrator Curee, against 1080p visuals. The original ran at a resolution designed for 2002 monitors.
An unlimited-lives mode
New Classic adds a mode you can play with infinite lives, which still counts how many times you died. This is the single most consequential addition, and the reason is structural: bullet hell’s difficulty curve has historically been gated by a life counter, so a beginner never sees the later stages at all. Counting deaths instead of ending the run keeps the scoreboard honest while letting someone reach the Scarlet Devil Mansion on their first evening.
Quality-of-life brought back from later games
Features that arrived in later Touhou entries, including the Boss Marker, are present here. Fifteen years of the series’ own iteration applied retroactively to its most-played entry.
What the Classic version is, and why it is Japanese only
The Classic version recreates the 2002 game as closely as possible. It is the preservation copy, not the version you are meant to play first, and all of its text is in Japanese — the twelve-language support belongs to New Classic alone.
That is worth knowing before you treat it as a second game you paid for. If you do not read Japanese, the Classic version is something to look at rather than play through.
Who made it
New Classic comes from Shanghai Alice Reprise, a circle ZUN formed separately from Team Shanghai Alice, described by ZUN as a gathering of people who have been making doujin games for a long time. Alliance Arts publishes it; ZUN keeps the rights. The Steam credits list both circles as developers.
The honest caveat
Three things this does not mean.
It is not a way to buy the original cheaply. The Classic version is bundled, not sold separately, and it is untranslated. If the 2002 release is what you want, you are buying a remaster and receiving it alongside.
The Deluxe discount is a launch discount. The 15 percent off the Deluxe Edition was live at the time of writing. The Standard Edition was not discounted, so the gap between them will widen when the sale ends.
Steam review scores this early say very little. New Classic sits at 99% positive from 3,223 reviews, which is an extraordinary number — and it is three days old, drawn almost entirely from an audience that pre-committed to a series they already love. New Classic entered the Steam 250 weekly chart at #2 with a score of 8.95, behind only Valheim’s 1.0 launch. Its Steam rating is Overwhelmingly Positive: 3,178 positive against 45 negative.
