The question usually means “my desktop has an old Radeon, will it run what my Deck runs?” That is a reasonable thing to want to know and a bad way to find out, because three things break the comparison.
Resolution does most of the work
The Steam Deck renders at 1280 x 800. That is about 1.02 million pixels. A 1080p monitor is 2.07 million. Before any architectural argument, a desktop is being asked to draw twice as much, so a card with twice the throughput can end up at the same frame rate.
Memory works differently
The Deck has 16 GB of LPDDR5 shared between CPU and GPU. The RX 6400 and 6500 XT have a small pool of dedicated GDDR6 on a narrow 64-bit bus. Do not use TFLOPS to predict frame rates. It compares arithmetic throughput and ignores memory bandwidth, cache, driver maturity, thermal headroom and resolution — and on the Deck it also ignores that the 4–15 W figure covers the CPU too, so a CPU-heavy game leaves the GPU less power than a quiet one.
