Steam downloads are usually fast. When they are not, the cause is almost never your internet connection — it is one of a handful of settings that are easy to fix in under a minute.
Here is what actually works, roughly in order of how much difference it makes.
1. Change your download region
This is the single biggest fix, and most people never touch it.
Steam assigns you a content server based on your location, but that server can be congested, especially during a major launch or a seasonal sale. Switching to a nearby but less busy region often doubles or triples throughput.
- Open Steam → Settings → Downloads
- Find Download Region
- Pick a different city near you, ideally a large one in the same country
- Restart Steam if prompted
If it does not improve, try another. There is no penalty for switching, and you can change back freely.
2. Check your bandwidth limit
Steam has a throttle setting, and it is easy to have set it once and forgotten.
Go to Settings → Downloads and look at Limit bandwidth to. If there is a number in there, that is your ceiling. Set it to No limit unless you deliberately want downloads capped.
While you are there, check Throttle downloads while streaming too.
3. Allow downloads during gameplay
By default Steam pauses or heavily throttles downloads while you are playing a game, which is sensible for latency but frustrating if you are downloading something large in the background.
In Settings → Downloads, enable Allow downloads during gameplay if you would rather have the bandwidth.
4. Understand why the speed drops near the end
A download that runs fast then crawls at 90% is usually not a network problem. Steam is writing and decompressing the files to your drive, and on a mechanical hard drive that stage is disk-limited, not connection-limited.
If this happens consistently, the bottleneck is your storage. Installing to an SSD makes a dramatic difference to this specific phase.
5. Use a wired connection for large downloads
Obvious, but worth stating because the difference is bigger than most people expect. Wi-Fi introduces variability that shows up sharply on multi-gigabyte transfers. If the machine is near the router, an ethernet cable for a 90GB install is worth the inconvenience.
6. Close what is competing for bandwidth
Cloud sync clients, video calls, streaming in another room, and console updates all take a share. A 4K stream running in the background is a substantial and often invisible drain.
7. Clear the download cache
If downloads stall repeatedly or fail to start at all, a corrupted cache is a common culprit.
Go to Settings → Downloads and choose Clear Download Cache. You will be logged out and need to sign back in, but no games are removed and nothing is re-downloaded.

Third-party download accelerators
Steam manages its own connections. Tools claiming to speed up Steam downloads generally do nothing useful, and some are outright unsafe.
Paying for a faster plan you cannot use
If your downloads cap well below your line speed, the problem is a setting or a congested region, not your ISP. Fix the free things first.
A VPN, usually
A VPN adds a hop and typically reduces speed. It is worth trying only in the specific case where your ISP is demonstrably throttling, which is rare.
