Co-op with no combat to fall back on
Removing combat removes the default thing a group does when it runs out of ideas. What is left is travel, supplies and disagreement, which turns the co-op session into a negotiation rather than a fight, and that is a genuinely rare shape for a multiplayer RPG.
Scarcity drives the story
Rations get stolen and party members get kidnapped. Failure states that cost resources rather than health mean a bad run produces an anecdote instead of a reload, which is the mechanism behind most memorable co-op stories.
